One of the reasons for hosting Nazarbayev was to show his support for nuclear nonproliferation. Since it abandoned its nuclear arsenal inherited by the Soviet Union, Kazakhstan has been a leader in nonproliferation. Post-Cold War US interest in Central Asia was restricted to Afghanistan.

Trump's South Asia strategy also needed Pakistan's departure. This is why the US demanded Kazakhstan as an alternative route to Afghanistan.
